Hats are Sun Resistance!
Hats actually do what they are supposed to! Give vampires some shade from the sun and give us resistance!

Jason Sheldon ArencibiaI agree, hats / hoods should have some Sun Resistance stats like capes. I have the Razor hood that is nothing more than a cosmetic piece.
I also don't know why the capes don't have increasing stats with tiers, Tier 1: 10 sun resistance, Tier 2: 20 sun resistance, Tier 3: 30 sun resistance, etc... and then the same with hats / hoods... I can see masks, like the bone mask being less or no stats.
You know the Moon doesn't emit light of it's own, it reflects sun light! this whole idea has always been flawed!
The "Vampire" was a very different creature before Bram Stoker... AND he wasn't even first. he is just the most well know know, someone else was first!! The Vampyre by John Polidori was first 1819, Bram Stoker Dracula 1897!
It's been 125 years, you don't have to take full creative liberty and make sparkly vampires that are good in the sun. But hats / hoods that have Sun Resistance should be an ok thing!
Or, 15 cape + 10 fog ring = .25 seconds in the sun <.< -

vratamIt would be nice to receive some sun protection from hats, especially since they are not blood bound. This would give greater incentive to seek them out and wear them.
I also feel there should be a greater variety of hats. Seems I almost always settle on the same one for my whole play-through, lol. I agree that hats, capes, hoods and even masks as well, should have either tiered item levels or, perhaps even better, the ability to upgrade them (NOT craft them) at a crafting station.
