Improve Library Flooring

I think these two floorings are particularly underwhelming to the point where I don't think they are even worth crafting.

Library flooring makes it cheaper to craft paper/scrolls/schematics, but the prices on those make it not worth it to craft anything other than paper, so the library flooring only ends up netting you a very small amount of savings in paper.
Proposed alternative: I think it would make far more sense for library flooring to reduce the cost of researching.

Every other flooring is extremely important and stays useful throughout the entire game. These two do so little that I never even use them.
