Upgrade Capes from lower tiers to higher

As per title really, for the apparel, this would be great if we had a way to upgrade T1/2 capes to T3. Maybe we have to craft a T3 and infuse that into the T1/2 to bring it up or like upgrading lower to higher sets (bloodmoon for example) we can bring it up that way.
