Allow stairs on any sloped terrain

Basically just allow stairs to be placed on any sloped terrain. I've had a few really great locations for castles become annoying when I have to run around to an opposite side just to get in. The benefit is also a detriment as it adds another point of entry to a castle. It's up to the players if they prefer convenience over security.
